A move by councillor Andrew Robertson to re-open access from Bay Road to Kent Drive was defeated at the City of Victor Harbor June council meeting.
Cr Robertson had the support of councillor David Kemp who seconded his motion.
Cr Robertson said to give access to Kent Drive, which was closed off from Bay Road approximately 40 years ago would be a boost for tourism and take pressure off roads such as Harbour View Terrace and Bartel Boulevard.
"Around 40 years ago the State Government paid for the sealing of Kent Drive from Bay Road to Franklin Parade, along Kent Reserve. The purpose of the sealing was to encourage tourists and buses to drive along the Inman River and Kent Drive foreshore," Cr Robertson said.

"A few years after the road was installed pressure from some Kent Drive residents had the council close the Bay Road end. At the time, Bay Road was the main (western) entrance road to Victor Harbor.
"Traffic congestion around the hospital and the need to open up alternate routes to Encounter Bay requires that a review be made."
City of Victor Harbor Director of Environment and Infrastructure Glenn Sanford said it would cost "hundreds and thousands" of dollars to open up Kent Drive when asked on the expenditure required.
"It is understood Bay Road was under the care, control and management of Transport SA (Department of Planning, Transport & Infrastructure) about 40 to 50 years ago before it was transferred to the Victor Harbor Council," Mr Sanford said.
"To create Kent Drive as a through road to Bay Road will require significant road and Inman River construction works along Kent Drive, as the current road geometry is too narrow.
"The road pavement would not have been built to withstand heavy traffic volumes and vehicle types such as trucks and buses. There are more than 30 residential residents reside along Kent Drive who are likely to be impacted by any increased traffic volumes and vehicle types."
Cr Robertson said he proposed the option of only a left hand turn from Bay Road onto Kent Drive and no right hand turn from Kent Drive onto Bay Road.
"It is sad to have the road closed," he said.
