Work is underway on the master plans for the Normanville Foreshore and Normanville Jetty Caravan Park.
At the June 16 council meeting, elected members approved the commencement of planning, with finalised plans expected to be adopted at the December 2020 council meeting.
The process will include community consultation before any plans are adopted.
Having the work begin now meant there was an adjustment to the 2020-21 draft annual business plan and budget, as the caravan park's plans will be included as part of the wider Normanville Foreshore Master Plan.
The allowance for the master plan has been increased from $10,000 to $50,000.
Councillor Simon Rothwell said it was important to get these project right and not do things "adhoc".
"While some people might not agree with spending $50,000 on a plan, if we don't have a plan, we plan to fail," Cr Rothwell said.
Councillor David Olsson said the council needed the plan in place to "lead action".
